Noob Question.

Why do some people put there hood like that on there DA. Is it for look? or does it enhanced more HP?

to be honest, most people use it for looks, it does keep the engine bay somewhat cooler because it lets out some hot air. Another reason people do it is when they have a certain swap (h22 for example) the motor sits higher so you have to prop the hood for it to fit

The true reason is for a big engine swap that doesn't clear the hood. So putting longer bolts and washers to raise the hood makes it fit.

So if you see it on the streets, the person either has a swap or because he/she thinks it looks cool.
