I'm really thinking that's blue plastidip with the clear plastidip over it, pic for reference of the color.

It looks like it's peeling on your car at the front bumper by the lip, kinda see a bit of black.if that's the case, I'd peel the rest of the dip off and go black with the polished Slips on there :what:

Original color is black.it just needs to be redone. And if it is plastidip then that makes it easier to remove.but im not sure because the owner said they repainted it with leftover paint from their husbands job.
