you could simply UNPLUG the harness from the brake light switch. all it is, is a momentary, normally closed switch that gets pushed in the 'off' position when you release the brake, turning the lights off. reach up under the dash, follow the brake pedal's arm to a push-button type switch. if you unplug it, and the brake lights go out, it's the brake switch. to double check, get an ohm-meter and check for continuity between the pins of the switch (with out cruise, just the two pins. with cruise, with the little clip facing up, it's the two pins on the right side). there should be continuity until you press the button. it's possible it stuck closed, like starter solenoids can do, and keep the brake lights on.
