1994 integra wont start. lights flash 15 times. possible code?

I tried starting my car in the cold one day. My car cranked but did not start. I gave up and tried again later in the day. It cranked again but then stopped cranking. I thought i killed the battery but charging it did not work. When I try again it does not crank and there is a weird flashing of the dash and parking lights for 15 times? what does this mean?

Check your fuses and is there any check engine lights on?
