Electronic seat belt help!

I've been living in N.H. I wanted to move to AZ but I couldn't find a job there unless I wanted to live down in/near Phoenix, which I don't.

The only time I have to wear a seatbelt is when I'm at the track, w00t! But to pass state inspection the seatbelts have to be functional.
You'd think I'd be more inclined than the average person to wear one. My dad was in an accident 19 years ago and if he hadn't been wearing a seatbelt he absolutley would have been killed. His cruiser hit a telephone pole, I don't remember exactly how it happened. And I was in an accident 7 years ago where I spiderwebbed a windshield with my dang head, a CRX windshield, I wasn't driving.

Yeah, he's retired now, living in Prescott Valley AZ, hence my choice to move out there. Patrolman for 15 years, N.H. drug task force for 3, detective for 7. He's got a sweet 1993 Dodge Stealth twin turbo, too. A white one, he won't let anyone drive it except his wife, wtf.
