Their should be no play anywhere when you bolt them to the car. I never Tq. them, I always use a impack gun to tighten them, and never have any problems. Even when I do it with hand tools and never do. If their is play in them they need to be tighter or they are bad and need to be replaced.

Well for one you should have a little slack in the belt. You don't want it to be tight, because then you will get a wining sound, and it puts more of a load on the tensioner and water pump, and it can take out the bearing in them. You should only have about .5" of slack in the belt.

Not just the size but the offset of the rim makes the biggest difference. If you have a rim the has close to 0 offset the rims will sit closer to the fender. If you have a rim with around +35 +40 you should be good. Factory Integra rims are +40 offset.
