get a working alarm and swap the handles out for 4 door rear handles without keyholes and then they can't jiggle the locks anymore

the 94 looks good, for the price I'd pick it up, a decent paint jobs gonna run you between $1000-1500 unless you know somebody at a body shop or if you sand it and prep the body yourself you could probably get away with a maaco paint job for around $500

best I ever hit was a 15.9 with just bolt ons, maybe with a b16 trans and some slicks you could hit high 14s or low 15s but not much better. If you want it fast and still a daily build the engine for boost and you'll be able to get 13s on 250-300whp
