You may think it is. If a head gasket is blown it will have the symptoms at start-up too. I've had a couple of blown head gaskets and know from personal experience. If you burned off a large amount of the fluid in the jacket and then later started it up it could possibly present those symptoms...

If you plan on staying naturally aspirated go ahead and pick up an intake, exhaust, and header. If you plan to go forced induction down the line then you might as well not waste your money on those and put it in your boost fund.

There are more than one way to build a LS/Vtec, so categorizing them all as a bad idea makes no sense. If you are building a LS/Vtec and go with say a GSR crank you are not keeping the same specs as your LS, there fore you aren't "keeping the ls redline".
